Construction
It may be a good idea to knit the hat first, so that you can use absolutely all the yarn for the scarf afterwards.
The hat is knitted with a simple fold in 2x2 ribbing before switching to stockinette stitch and a simple decrease at the top.
The scarf is knitted in the round before stitching it together at the end and attaching the tassels.
Gauge
16 stitches x 22 rows in stockinette stitch = 10x10 cm, recommended needle size 5.0 mm
Yarn
3 skeins Un-told Fat Mohair (100g = 200 meters)
You use about 50 g for the hat and the remaining 250 g for the scarf.
Needles
5.0 mm in 40 cm circular needle, 80 or 100 cm circular needle with the magic loop technique for the decreases on the hat.
